Election Commission Issues Notice
to BJP on CD


New Delhi/Lucknow
The Election Commission Thursday issued notice to the Bharatiya Janata Party (BJP) for an inflammatory CD released in Lucknow by its Uttar Pradesh leader Lalji Tandon as part of its campaign material.

It was on Tuesday that Tandon released the CD titled "UP Victimised", which reportedly contains scenes like the Babri mosque demolition and Godhra violence besides reflecting the party's anti-minority stance.

Though the Election Commission said Wednesday it could not act unilaterally till someone lodged a complaint, it sent a notice to BJP Thursday asking it to explain why action should not be taken against the party.

According to informed sources, former prime minister and Jan Morcha chief V.P. Singh made the complaint against BJP.

The party finds itself in a jam, with only two days to go before the staggered assembly elections beginning Saturday.

"We have received the notice and we will give a detailed reply to the Election Commission," said Kesrinath Tripathi, the Uttar Pradesh BJP president who stated Wednesday that the CD was meant to be cleared by the poll panel and that it was a mistake it got released before that.

Rajiv Pratap Rudy, the BJP spokesperson in New Delhi, added: "The Election Commission has full right to take notice of anything that is objectionable but my party has nothing to do with the CD."

In Lucknow, the poll panel asked the district administration to find out the truth about the CD and take appropriate action.

"We have asked the district administration to take appropriate action," Chief Election Officer A.K. Bishnoi said.

District Magistrate Ramendra Tripathi added that he had directed the senior superintendent of police (SSP) to make "basic inquiries" and register a case.

An embarrassed BJP sought to dissociate itself from the volatile CD.

While the party formally withdrew the CD Thursday following instructions from the central leadership, a small time party functionary, Manoj Misra, was suspended for releasing it to the media before it was formally vetted.

The dominant section of the party, including Tandon and Tripathi, also disowned the CD, which carries their names in the list of acknowledgements and was stocked with party's poll publicity wing. Tandon admitted: "The CD contains inflammable material and I would not have allowed its release if I knew about it."

The party's decision to distance itself from the CD was appreciated by minority cell convenor Syed Shahnawaz Husain.

"The BJP is a secular party. I, Najma Heptullah, Mukhtar Abbas Naqvi and Arif Mohammad Khan are all members of BJP. It was very unfortunate on the part of anybody who (made this vituperative disc). The party is right in taking action against those who made such a CD... We guarantee this shall not be repeated in future."

However, former deputy prime minister L.K. Advani struck a different note at a rally in Kanpur Wednesday: "If a truth has been brought to the fore, what's the harm in it? The CD is not meant to hurt the emotions of any religion or caste. It's a move to showcase the actual fact."

Virender Singh Parmar, who made the CD for the BJP, insisted that the entire top leadership of the party was involved in script and idea of the CD.

Sources close to BJP claimed that a senior party functionary had shown the CD to some media persons at the national executive of the party held in December.
